Froglands Lane, 24 April 2014

I would like to thank approximately 40 residents who turned out to make a stand against a large development on Conservation land in Cleeve Prior today, showing Councillors on a site visit the strong feeling against the application.

Over the last few months the Parish Council has worked tirelessly to try and halt this development. Some parishioners might say ‘Why’? It has not been because we feel no housing is required, but for saving a large Conservation area within our village. Once built on, it cannot be reversed and could open the flood gates for building in any Conservation areas, in any villages, not just ours. As our sign says, a Conservation area should be preserved and enhanced, not destroyed.

In 2008 our Conservation area was re-designated as such by WDC, a rare occurrence in itself as it has, amongst other things, significant historical importance backed up by English Heritage.

We now find ourselves fighting to save this asset to our village, which is why I am writing this. On behalf of the village the Parish Council has engaged a consultant and a barrister to help our campaign, and today we managed to halt the process at the last minute, forcing it to be deferred for reconsideration at a later date.

Legal representation costs a lot of money and we don't get a second chance so, if you would like to donate to the village's cause, then please get in touch with either myself or the Clerk.

Note from Parish Council...

This is the same site as a previous application (W/11/02547/PN) which was approved, but work never commenced.  However, that was for a 15 meter tower, this is a 40 meter tower and I think it will be visible from the village - the last one was not visible. 

Cleeve Prior Parish Council has no objections to this application. However, the Council does have several concerns outlined below. 1.It would seem the turbine is less than 200 meters from a bridleway. The British Horse Society advises that before planning permission is granted for the installation of a wind turbine or turbines, consideration is given to requiring a safety margin between the proposed turbine(s) and the nearest right of way. Although the applicant owns a stud farm, there are, however, several bridleways in the vicinity of the proposed turbine. For the safety of other equestrians who may wish to use the bridleway, Cleeve Prior Parish Council requests the moving of the location of the turbine should be considered to a position which is at least 200 meters from all bridleways. 2.The application states that access to the site is along farm tracks. This is true. Nevertheless, the tracks are also bridleways and the Cleeve Prior Parish Council would like to be assured that there will be minimum disruption to the bridleways and they will remain in a suitable condition throughout the works 3.The application provides virtually no information about the visual impact of the proposal and how it may affect the conservation areas around Cleeve Prior. Therefore, Cleeve Prior Parish Council would like a more detailed visual impact statement provided. 4.It would seem the turbine is approximately 500 meters from the Cleeve Prior boundary. Are there regulations concerning proximity to a village? 5.CPPC, as do a large number of parishioners, have concerns that applications for more turbines will be forthcoming Therefore, the Council would like to ensure that approving one turbine is not a precedent for approving of a wind farm.
